In the first four years of the 12th Five-Year Plan, China's chemical oxygen demand, ammonia nitrogen, sulfur dioxide and nitrogen oxide emissions of major pollutants fell by 10.1%, 9.8%, 12.9% and 8.6%, respectively. In the first half of 2015, the emissions of the four pollutants continued to decrease significantly, and the emissions of the first three pollutants reached the targets of the "Twelfth Five-Year Plan" ahead of schedule.

Total emissions of pollutants fell

COD emissions fell, and the proportion of bad Class V sections dropped significantly, from 44% in 2001 to 9.0% in 2014, a drop of 80%. The environmental quality of major rivers improved.

Sulfur dioxide and nitrogen oxide emissions have been reduced, and the area of acid rain has returned to the level of the 1990s.

The total discharge of major heavy metal pollutants dropped by one fifth from 2007, and the number of heavy metal pollution incidents dropped from more than 10 per year in 2010-2011 to an average of three per year in 2012-2014.

Urban sewage treatment

Since the "12th Five-Year Plan", the country has added 48 million tons of urban sewage treatment capacity per day, which can serve more than 300 million people. The cumulative daily sewage treatment capacity reached 175 million tons, an increase of 40% compared with 125 million tons at the end of the 11th Five-Year Plan.

Transformation of thermal power units

Desulphurization facilities built or renovated for thermal power units reached 320 million kilowatts, and desulphurization units totaled 820 million kilowatts, accounting for 96% of the country's total installed coal power capacity. The new denitration facilities of thermal power units reached 660 million kilowatts, and the denitration units reached 750 million kilowatts, accounting for 87% of the total installed capacity of coal power. The ultra-low emission transformation of the coal power industry has been completed by 84 million kilowatts, accounting for about 1/10 of the country's coal power capacity, and more than 81 million kilowatts are being transformed.

Environmental monitoring

China has built the largest air quality monitoring network in developing countries, and all 338 cities at the prefecture level and above have the ability to monitor six indicators, including PM2.5.

Adjust the industrial structure

From 2011 to 2014, the country eliminated 155 million tons of steel, more than 600 million tons of cement, and 32.66 million tons of paper, respectively, 1.6 times, 1.6 times and 2.2 times the target tasks of the "Twelfth Five-Year Plan". In the first four years of the "Twelfth Five-Year Plan", the COD emission intensity per unit of industrial added value fell by 36%, and the ammonia nitrogen emission intensity per unit of industrial added value fell by 40%. Energy consumption per unit of GDP has been cut by 13.4 percent, carbon dioxide emissions per unit of GDP by about 16 percent, and water consumption per unit of industrial added value has been cut by 24 percent.

Pay close attention to rural environment and ecological protection

The forest coverage rate increased from nearly 16.6% at the beginning of this century to 21.6% in 2013, the wetland protection rate increased by 13%, and the area of soil erosion decreased from 3.56 million square kilometers in 2000 to nearly 2.95 million square kilometers in 2013, a decrease of up to 1/6.

The drinking water safety of 281 million rural people has been solved, and the proportion of rural people with centralized water supply increased from 38% in 2004 to 78% by the end of 2014.

By the end of 2014, the central government had allocated 25.5 billion yuan in special funds for rural environmental protection, supporting 59,000 villages to carry out comprehensive environmental improvement, directly benefiting 110 million rural people. The village drinking water sources have been protected, domestic sewage, garbage and livestock and poultry pollution have been effectively controlled, and the village environment has been improved.

We will strengthen policies and regulations

(1) The paid use and trading of emission rights in 11 pilot provinces exceeded 7.6 billion yuan, issued the "Measures for Enterprise Environmental Credit Evaluation", and improved the green credit information sharing mechanism.

(2) Revise the Environmental Protection Law, accelerate the formulation of the Water Pollution Prevention and Control Law, the Soil Pollution Prevention and Control Law, and the nuclear Safety Law, and actively promote the formulation of laws and regulations such as the Environmental Impact Assessment Law, the Law on the Prevention and Control of environmental pollution by solid waste, the Regulations on environmental management of construction projects, the Regulations on discharge permits, the Regulations on environmental monitoring, and the management methods for hazardous waste business licenses.

The Action Plan for the Prevention and Control of Air Pollution and the Action Plan for the Prevention and control of Water pollution were issued. "Gas Ten" proposed 10 comprehensive management measures, such as comprehensive management, industrial transformation and upgrading, accelerate technological innovation, adjust the energy structure, and strictly supervise according to law, focusing on the control of fine particulate matter and inhalable particulate matter. In key areas such as rivers, lakes and coastal waters, and in key industries, the total amount of nitrogen and phosphorus pollutants will be controlled. In terms of atmosphere, for key regions and industries, industrial smoke dust and VOCs are included in the total control.

We will carry out trials to target soil environmental quality in heavily polluted areas across the country.

Environmental investment will hit an all-time high

In terms of investment in environmental protection, Zhao Hualin, director of the Department of Planning and Finance of the Ministry of Environmental Protection, said at the eighth China Environmental Industry Conference that the total investment in environmental protection during the 13th Five-Year Plan period will exceed 17 trillion yuan, more than twice that of the 12th Five-Year Plan. Among them, the "water ten" will bring 5 trillion yuan of investment, the "gas ten" will pull 1.7 trillion yuan of investment, and the release of the "soil ten" is expected to drive more than 5.7 trillion yuan of investment, then the total investment of the "three action plans" will exceed 12.4 trillion yuan. It can be seen that the energy conservation and environmental protection industry will usher in a new round of development opportunities during the "13th Five-Year Plan" period, and it also indicates that the environmental protection industry will become a new round of economic development growth point.
