Non-electric industry flue gas treatment: the cake at your fingertips


At the 2018 National Environmental Protection Work Conference, Li Ganjie, Minister of Ecology and Environment, said that the ultra-low emission transformation of the steel industry will be launched in 2018. As the government attaches greater importance to air pollution emissions from non-electric industries, in the context of the power industry desulfurization and denitrification market approaching saturation, the non-electric industry will become the next outlet for air pollution control.

First, from electric power to non-electric non-electric air governance focus

Since 2014, the coal power industry has taken the lead in promoting ultra-low emission transformation. In 2015, the Ministry of Environmental Protection, the National Development and Reform Commission, and the Energy Bureau issued the Work Plan for the Comprehensive Implementation of the Ultra-low Emission and Energy Saving Transformation of Coal-fired Power Plants, proposing to complete the ultra-low emission transformation by 2020.

According to the statistics of the desulphurization and Denitrification Committee of the China Environmental Protection Industry Association, by the end of 2016, the capacity of flue gas desulphurization units of thermal power plants had been put into operation in China, accounting for 90.0% of the capacity of coal power units in the country. The capacity of flue gas denitrification units of thermal power plants in operation is about 864 million kilowatts, accounting for 91.7% of the capacity of coal power units in China. The ordinary desulfurization and denitrification transformation has been close to saturation, and the "ceiling" of thermal power atmospheric governance has appeared.

The research report of the CCID Research Institute of the Ministry of Industry and Information Technology pointed out that the further reduction of pollutants in the thermal power industry is facing the constraints of diminishing marginal space and rising marginal costs, and the focus of air pollution prevention and control should be transferred to non-electric industries with higher pollutant emission intensity.

In September 2017, Liu Bingjiang, director of the Atmospheric Department of the Ministry of Environmental Protection, said at the seminar on the clean development and environmental impact of coal power in China that the non-electricity industry is the focus of air pollution control at present. Compared with the coal power industry, the non-electricity industry contributes more and more to China's pollution emissions, China's steel production accounts for 50% of the world, cement accounts for 60%, plate glass accounts for 50%, electrolytic aluminum accounts for 65%, and the distribution of more than 400,000 large and wide range of coal-fired boilers, a large and wide range of urban villages, urban and rural areas of the heating coal is amazing. There is still a big gap between the base of pollution control and the management ability of non-electricity industry and the power industry. The emissions of sulfur dioxide, nitrogen oxides and smoke dust account for more than three-quarters of the country.

Academician He Kebin also said that non-electric industry and civilian bulk coal is the next step in emission reduction. With the advancement of the governance process in the past decade, the potential of coal power emission reduction has been very limited, and the majority of future emission reduction is in non-electricity industry and civilian bulk coal.

For the wide range of non-electric fields of pollutant emissions, due to the imperfect policy system such as standards, finance and taxation, backward elimination, and environmental protection supervision, the progress of pollution control is obviously lagging behind, and it has become a short board in China's air pollution prevention and control. The main position of China's air pollution prevention and control should be extended from the power industry to the non-electric field as soon as possible, in order to achieve the comprehensive improvement of China's air pollution prevention and control level.

Second, the standard loose to promote slow non-electric industry flue gas treatment space is very large

Compared with the power industry with extremely strict emission standards, the non-power industry generally has its own emission standards, but it is relatively relaxed than the power industry, and the emission indicators such as steel, building materials and coking industries have great room for improvement.

Taking the steel industry as an example, the steel industry's SO2 emissions are second only to coal-fired power, accounting for 10% of the country's total SO2 emissions. SO2 emissions from steel production mainly come from sintering, coking and power production. SO2 from sintering process accounts for more than 60% of the total emissions of iron and steel production, and more than 85% of the total emissions in the long process production process, and is the main source of SO2 emissions in the iron and steel industry. Sintering flue gas desulfurization is the key to reduce SO2 emission in iron and steel industry. In the current emission standards, the emission standards of the three major air pollutants SO2, NOx and soot are about 200, 300 and 50mg/m3, which is much higher than the ultra-low emission standards of coal power.

At the same time, the process of flue gas treatment in the non-electricity industry is slow. Also taking steel as an example, in 2016, the installation rate of desulfurization facilities in the steel industry was more than 90%, and the installation rate of steel sintering denitrification devices was still in its infancy. Although the installation rate of steel desulfurization devices is very high, there are many problems in the steel air environmental protection market, and steel emissions are far from reaching the standard level. Even large steel mills with strong environmental awareness and high equipment investment are currently difficult to achieve 100% standards. Some small and medium-sized steel mills with relatively old equipment have not installed relevant equipment at all. Even if some steel mills have installed desulfurization and denitrification devices, for cost considerations, they only run environmental protection devices when the environmental protection department inspects them. From the absolute emission reduction point of view, the steel industry in 2015 SO2, NOx, smoke (powder) dust relative to 2011 emission reduction of 778,000 tons, -92,000 tons and -121,000 tons, respectively, accounting for the total emission reduction ratio of 19.7%, -1.5% and -8.0%.

Not only steel, glass, cement, coking, ceramics and other non-electric industries have a certain amount of emission reduction space. With the improvement of emission standards in the non-electric industry and the acceleration of the process, the non-electric industry will become the next main battlefield of atmospheric governance, releasing a huge market space.

At present, there are about 900 sintering machines to be reformed in the steel industry, and the sintering machine area is about 116,000 m2. Assuming that the transformation is carried out nationwide in accordance with the special emission limits, the total investment is about 40-50 billion yuan. It can be seen that the market potential of flue gas treatment in non-electricity industry is unlimited.

Especially in the non-electric field, the state and local governments have introduced a lot of relevant policies, which has promoted the process of non-electric atmosphere governance.

Local level: Some provinces and cities non-electricity industry smoke control policies

In May 2017, the Environmental Protection Department of Jiangsu Province issued the Notice on the Deep Emission Reduction of nitrogen Oxides in non-electricity Industries in the Province. The notice requires that on the basis of conforming emissions in non-electricity industries, nitrogen oxide emissions in steel, coking, cement, glass and other industries should be further controlled to achieve a significant reduction in total pollutant emissions. Among them, the emission of nitrogen oxides in the coking industry is not higher than 150 mg/m3 before December 31, 2018, the emission of nitrogen oxides in the cement industry is not higher than 100 mg/m3 before June 1, 2019, and the emission of nitrogen oxides in the steel industry is not higher than 100 mg/m3 before June 1, 2020. The glass industry will not emit more than 350 mg/cubic meter of nitrogen oxides before June 1, 2020, and actively promote low-temperature denitrification, composite denitrification and other denitrification technologies.

In January 2018, "Foshan City to Implement Guangdong Province Air Pollution Prevention and Control Strengthening Measures and division of Labor Implementation Plan" was issued. The plan is proposed to implement the upgrading of key industries. Implementation of the ceramic and glass industry enterprises to upgrade the regulation, the total approved concentration of nitrogen oxides in ceramic enterprises is tightened to 100mg/Nm3, and the total emission of major pollutants is calculated on a monthly basis.

According to the Hebei Environmental Protection Department, in 2018, Hebei will carry out comprehensive emission compliance actions of industrial enterprises, and implement ultra-low emission transformation of key industries such as steel and coking.

The "Key Points of Environmental Protection Work in Zhejiang Province in 2018" pointed out that the clean emission transformation should be deepened. Facilities and sections of industrial furnaces, such as sintering machines, pellet roasting equipment, cement kilns, electrolytic cells and mineral heat furnaces in steel, cement, coking and non-ferrous metal smelting enterprises, that discharge atmospheric pollutants have been comprehensively investigated, and facilities and sections that do not discharge atmospheric pollutants, such as soot, sulfur dioxide and nitrogen oxides, have been reformed with dust removal, desulphurization and denitrification.

The "Key Points of Hubei Environmental Protection Work in 2018" pointed out that Wuhan, Huangshi, Xiangyang, Yichang, Jingzhou, Jingmen, Ezhou and other key cities promote the implementation of special emission limits for key atmospheric industries, promote the upgrading of environmental protection facilities in key industries such as steel, cement, plate glass, and petrochemical, and achieve stable emission standards.

"Tangshan 2018" Ten key work tasks "ecological environmental protection work requirements, at the end of October 2018, 45 iron and steel enterprises to implement sintering (pellet) flue gas denitrification, wet desulfurization flue gas" white ", unorganized emission control and green ecological plant construction. Before the end of June 2018, the coking industry adopted efficient desulfurization and denitrification facilities to complete. Glass enterprises coal to gas (need to install low nitrogen combustion facilities or denitrification facilities), comprehensive upgrading of dust removal, desulfurization, denitrification facilities, and failure to complete the treatment on schedule will be discontinued. The tunnel kiln using gas will complete the denitrification treatment of flue gas by the end of June 2018, and the nitrogen oxide concentration will be controlled below 200 mg/cubic meter, and the unfinished production will be stopped.

The "Implementation Plan for the 2018 Air Pollution Prevention and Control Battle in Henan Province" proposes that Henan will complete the transformation of special emission limits in the chemical, non-ferrous and steel industries in 2018, and encourage the steel, cement, carbon and flat glass industries to carry out ultra-low emission transformation of key industrial enterprises.

The Tianjin 2018 Environmental Protection Work Conference clarified nine key points of environmental protection work in 2018. In terms of air pollution control, denitrification was implemented in the sintering (pelleting) process of 7 iron and steel joint enterprises.

National level: Policies related to flue gas treatment in non-electricity industry

In June 2017, the Ministry of Environmental Protection issued the "Iron and Steel Sintering, pellet industry air pollution emission standards" and other 20 national pollutant emission standards amendment list, modify the special emission limits of iron and steel sintering, pellet atmosphere, new special emission limits of flat glass, ceramics, brick and other industries, key areas of non-electric industry standards began to tighten, It is expected that industrial environmental protection for non-electrical fields will be launched soon.

On the other hand, with the deepening of the supply-side reform that began in 2016, advanced enterprises in the non-electricity industry began to gradually enjoy the rise in product prices brought about by the contraction of the supply side, and their operating performance was significantly improved. In the first half of 2017, the cumulative operating income of listed companies in the steel industry was 666.8 billion yuan, and the cumulative net profit of the parent was 22.2 billion yuan, compared with 459 billion yuan and -4.5 billion yuan in the first half of 2015, and the performance increased significantly. The total operating income of listed companies in the building materials industry in the first half of the year was 139.5 billion yuan, and the cumulative net profit of the mother was 13.8 billion yuan, compared with 105.2 billion yuan and 7.2 billion yuan in the first half of 2015, an increase of 33% and 92%, respectively, and the performance improved significantly. Profitability is the core driving force for enterprises to promote pollutant emission reduction, the improvement of performance in the non-electric field will be conducive to the promotion of air pollutant emission reduction, and the upgrading of the non-electric industry is expected to be gradually promoted in the future.
