In September 2013, the Action Plan for the Prevention and Control of Air Pollution was released and implemented. Over the past five years, all regions and departments have made joint efforts with the active participation of the whole society, and the goals of the "Ten atmospheric Ten" have been fully realized.
First, all targets for improving air quality have been met. Monitoring data show that in 2017, the average concentration of PM10 in cities at the prefecture level and above decreased by 22.7% compared with 2013; The average PM2.5 concentration in the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Pearl River Delta dropped by 39.6 percent, 34.3 percent and 27.7 percent, respectively, from 2013. The average PM2.5 concentration in Beijing dropped to 58 micrograms per cubic meter from 89.5 micrograms per cubic meter in 2013.
While comprehensively achieving the improvement targets, the overall air quality of the country has improved significantly. In 2017, the SO2 concentration in 338 cities at the prefecture level and above decreased by 41.9% compared with 2013, the proportion of good days in 74 key cities was 73.4%, up 7.4 percentage points from 2013, and the number of heavily polluted days decreased by 51.8% compared with 2013.
Second, major breakthroughs were made in restructuring industrial, energy and transportation structures. Local Party committees and governments attach great importance to coordinated efforts to promote the use of clean energy, eliminate backward and resolve excess production capacity, and coordinate the "vehicle oil road", and all 45 key tasks determined by the "Atmospheric Ten" have been completed on schedule.
The proportion of coal consumption in primary energy consumption has dropped from 67.4 percent to about 60 percent. In the "2+26" cities, 4.7 million households replaced coal with electricity and gas, and more than 10 million tons of loose coal was cut. A total of 700 million kilowatts of ultra-low emissions have been upgraded for coal-fired power units nationwide, accounting for 71 percent of the installed coal power capacity. 140 million tons of strip steel will be eliminated. All 10,205 national key monitoring enterprises have installed online monitoring to achieve 24-hour real-time supervision. More than 20 million yellow label and old vehicles were eliminated. We will implement national Five vehicle emission standards. A national air quality monitoring network has been established. We launched a special project to tackle the causes and treatment of heavy air pollution. Joint response capacity to heavy pollution weather has been significantly improved.
Third, a new model of air pollution prevention and control with Chinese characteristics has basically taken shape. The central environmental protection supervision has achieved full coverage of 31 provinces (autonomous regions and municipalities), and a governance pattern of joint management has been initially established. Major innovations have been made in regional joint prevention and control, and cooperation mechanisms for air pollution prevention and control have been established in key regions such as the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Pearl River Delta. The legal protection of the environment is strong, and law enforcement means such as daily penalties, production suspension and restriction, and seizure and seizure are more abundant. Environmental and economic policies have been continuously improved, and a diversified investment mechanism between the government, enterprises and society has been initially established. The central government allocated 52.788 billion yuan in special funds and invested more than 10 billion yuan from the central budget. 12 provinces carried out trials of paid use and trading of pollutant discharge rights. Increase the intensity of information disclosure, the enthusiasm of the public to participate in environmental protection is unprecedentedly high, and "breathe together, struggle together" has gradually become the code of conduct of the whole society.
In the next step, the Ministry of Environmental Protection will work with all regions and relevant departments to win the blue sky defense war as the goal, and do the following work.
First, we will fully launch the operational plan for winning the Blue Sky Defense War. We formulated and implemented a three-year plan for winning the battle against blue skies, defined the approach and specific tasks for tackling air pollution, and guided key regions such as the Beijing-Tianjin-Hebei region and its neighboring regions and the Yangtze River Delta to introduce supporting implementation plans for air pollution prevention and control.
Second, continue to promote loose coal pollution control. We will continue to carry out the pilot project for clean heating cities in the northern region, focusing on replacing coal with electricity and gas in "2+26" cities, and steadily promote clean heating.
Third, we will do a good job in upgrading key industries. We will continue to upgrade coal-fired power plants to ultra-low emissions, and study ways to upgrade non-electricity industries such as steel to ultra-low emissions. We will implement special emission limits for air pollutants in key areas, and comprehensively strengthen the management of unorganized discharge by industrial enterprises.
Fourth, we will accelerate the control of motor vehicle pollution. We will accelerate the promotion of multimodal transport, reduce road transport, and increase the proportion of rail freight. We will build and improve telemetry and monitoring networks for motor vehicles, and crack down on excessive emissions of diesel trucks. We launched a special campaign to clean up oil products.
Fifth, strengthen joint prevention and control in key regions. We will further strengthen the cooperation mechanism for air pollution prevention and control in key regions, and guide Chengdu-Chongqing, Northeast China and other cross-provincial regions to carry out joint prevention and control. Efforts will be made to improve the ability to forecast and forecast heavy pollution weather, and guide the revision of emergency plans in relevant key regions and urban agglomerations.
